MCA welcomes light shone on Whitehall use of contractors

Following recent reports in the media the MCA has asked for a clearer line between contractors and consultants

 Alan Leaman, Chief Executive of the MCA (Management Consultancies Association) said:

“Investigations into the tax and salary arrangements of senior Whitehall officials are uncovering widespread use of contractors or interim managers, a practice that has expanded over many years. To our frustration, this has often been confused, particularly in the official data, with expenditure on consultants.

 “As is now revealed, the bulk of these contractors are carrying out roles that would otherwise be given to permanent members of staff. This is quite different from management consultancy which is project-based and cost-effective because the client does not then need to maintain the full range of skills and experience in-house.

 “The Efficiency and Reform Group in the Cabinet Office is aware of the need to draw a much clearer distinction between contractors and management consultancies. Their new procurement systems are designed to help them to do so. Today’s revelations show that the need is urgent.”
