Team Leader of the Year

Aoife began consulting as a graduate who didn’t fit the traditional mould, but she refused to accept that effective leadership required conforming to outdated stereotypes. Instead, she built a distinctive leadership approach, listening deeply, coaching deliberately, and creating space for others to excel, that has delivered exceptional results across some of local government’s most complex transformations.
Over the past two years, she has led multi-disciplinary teams at scale on multi-million-pound accounts, delivering transformational impact. In Hackney, she designed and mobilised a whole-council Target Operating Model and transformation portfolio, identifying £21m in opportunities, establishing robust PMO and governance, and launching three major workstreams now delivering change for residents. She reports directly to Chief Executives and executive sponsors, translating their strategic ambitions into actionable programmes while building teams that consistently exceed expectations.
Her leadership converts opportunities into sustained partnerships and measurable outcomes. She has proven that building “trusted adviser” relationships with senior stakeholders, creating “structure out of ambiguity,” and developing high-performing teams isn’t just good practice, it’s commercially powerful, turning seed engagements into multi-million-pound transformations.
