As the Home Office’s delivery partner, Deloitte has helped create a digital, secure and efficient border system. It’s transforming the travel experience for millions of people and delivering global impact.

In 2023, we began supporting the design and delivery of The Future Border and Immigration System (FBIS) programme, a Government Major Projects Portfolio initiative running until March 2027. The ambitious programme is key to enabling the UK’s 2030+ strategy on borders and new Government initiatives, like Digital ID.

Deloitte’s multidisciplinary team brought expertise in service design, delivery management, business change and data analysis, helping navigate the complexity of integrating new technologies, policies and processes across the immigration ecosystem.

Achievements include:

  • Transitioning over five million customers to digital eVisas, streamlining immigration processes.
  • Rolling out Universal Permission to Travel and Electronic Travel Authorisations (ETAs) to approximately 30 million passengers, enhancing the strength of the UK border, whilst running 642 webinars for 60,000+ participants from 500 organisations across 145 countries for carrier preparation.
  • Delivering contactless travel trials that captured approximately 40,000 biometric images, demonstrating how the technology could significantly reduce border crossing times at UK ports.
  • Establishing the 24/7 Carrier Support Hub within the Home Office, to answer queries about permissions to travel to the UK.

Work is ongoing to add to these successes, such as contactless borders rollout, improvements to the customer journey and enhancements to border security. By addressing challenges, transferring knowledge and embedding sustainable practices, the FBIS programme is positioning the UK as a global leader in borders and immigration.
