TEAM2100 is one of the UK’s largest initiatives to manage climate change-driven tidal flood risk, with Jacobs delivering engineering and programme management during the initial 10-year period.


Jacobs was appointed as lead consultant to manage the first 10 years of the Thames Estuary Asset Management 2100 (TEAM2100) programme.

TEAM2100 is one of the UK’s largest initiatives to manage climate change-driven tidal flood risk. The programme is designed to refurbish and improve over 330km of flood defences along the Thames and the Thames Estuary.
It also delivers long-term flood resilience, adopts lower carbon approaches and makes environmental improvements at scale while adhering to public funding requirements.

Working under an Integrated Delivery Team (IDT) model, Jacobs had responsibility for engineering and programme management, with contractors and suppliers responsible for delivery. Jacobs collaborated with the Environment Agency to support decision-making throughout the programme.

Working in partnership, Jacobs and the Environment Agency developed an approach to integrate sustainability as a sixth new formal business case to determine what to build, when to intervene and how to manage assets.

It meant sustainable options became the preferred choice, unless there was a clear business reason not to proceed.
Jacobs also influenced the Environment Agency to change its procurement requirements, requiring other projects under its remit to use materials with a reduced environmental impact.

In the first 10 years, TEAM 2100 delivered substantial carbon reductions across projects, reduced material use, and created river habitats in a constrained urban environment.

Meeting these milestones supported TEAM2100’s primary objective – protecting 1.4 million people and over £320 billion of property.
TEAM2100 directly supports the UN’s SDGs on Climate Action, Sustainable Cities and Communities and Responsible Consumption and Production.
