OutForm partnered with Iarnród Éireann (Irish Rail) to design and deliver the Capital Investments Target Operating Model (CITOM) – a landmark transformation programme established to enable the organisation to significantly increase its capital delivery capability and support Ireland’s unprecedented rail investment ambitions through to 2050.

Between 2024 and 2025, OutForm partnered with Iarnród Éireann (Irish Rail) to design and deliver the Capital Investments Target Operating Model (CITOM) – a landmark transformation programme established to enable the organisation to significantly increase its capital delivery capability and support Ireland’s unprecedented rail investment ambitions through to 2050.
Faced with the challenge of delivering the largest rail infrastructure investment programme in the State’s history, CITOM fundamentally redefined how Capital Investments is structured, governed, and delivered. The programme introduced five new directorates, a unified governance and assurance framework, enhanced commercial and contracting approaches, and a long-term capability strategy designed to strengthen Iarnród Éireann’s role as an intelligent client and delivery organisation.
More than an organisational redesign, CITOM has transformed ways of working across the business. It has embedded clearer accountabilities, strengthened cross-functional collaboration, and established the foundations required to successfully deliver a €36 billion rail investment portfolio. The programme has equipped Iarnród Éireann with the operating model, governance, and capabilities needed to deliver a modern, resilient, and accessible railway that supports Ireland’s economic growth, decarbonisation ambitions, and regional development goals.
The significance of CITOM extends beyond organisational transformation. As a programme that will shape the future of rail infrastructure across the island of Ireland, its benefits will be realised by passengers, communities, businesses, and stakeholders for decades to come.
