Thought Leader Consultant of the Year
Dominic Luscombe entered consultancy a decade ago having previously worked in housing within local government and the charity sector.
During that time he witnessed first-hand the long-term consequences of family breakdown and, ultimately, what can happen to those who don’t get the best start in life.
Through his role with IMPOWER he has been able to be part of the solution – working on projects that have a direct impact on improving the lives of children and young people in the care system.
In the last two years he has taken that to another level. Under his leadership of the consultancy’s highly successful Valuing Care model, Dominic has helped to lead the debate on how best to meet the needs and aspirations of children in care.
Through a series of hard-hitting reports developed in partnership with the local government sector, he’s drawn on robust evidence to explain what’s going wrong in the care system and set out what needs to change. They have sparked a national debate, garnered substantial media coverage, influenced government policy and changed the way local authorities work.
Debbie Barnes, Chief Executive of Lincolnshire County Council, says: “He has given this work a strong platform with compelling presentations at key sector conferences. The recent care commissioning report has gained real traction in the sector and has directly influenced the national debate around challenges and solutions.”
His work has the potential to help thousands of children get the best start in life.
