Thought Leader Consultant of the Year
Phillip Woolley, Head of Grant Thornton’s public services consulting practice, has developed a 360-degree methodological framework and consulting eco-system, which has supported the delivery of projects of national and international significance. These range from the Meta-Evaluation of the 2012 Olympic Games, the delivery of the government’s largest ever national business support programme (Growth Accelerator), to the financial and operational turnaround of local councils in acute financial distress.
Combining his skills as an economist and a CIPFA-qualified accountant, with professional experience in consulting, public service delivery and solutions design, he has led his team in developing a suite of consulting tools underpinned by a theory of place and a framework of placed-based insights.
The methods he has developed are market-leading and unique – over 250 client organisations, various government departments and around 5,000 public service professionals have applied the methodologies to their operations and programmes. His work with councils specifically has led to significant improvements in local government service delivery across the country and helped to create more sustainable, data-driven and digitally enabled modern public services.
Through regular thought leadership development Phillip has promoted a holistic view of public service performance and improvement, founded on his belief that national policy interventions only work when tailored and shaped to the places in which they are delivered. This belief underpins the eco-system of consulting methodologies he has designed which have delivered game-changing impacts to the country’s public services and valuable insight to national government.
