The London Homes Coalition brought together 16 housing associations and contractors managing 770,000 homes to address critical workforce shortages. Led by Inner Circle Consulting, this initiative produced the first sector-wide skills gap analysis, transforming industry collaboration and shaping national workforce policy for social housing.


The UK social housing sector stands at a critical juncture. Amid an escalating and nationwide housing crisis, and while economic growth and housing supply remain on top of Government’s agenda, a mounting workforce shortage threatens housing associations’ capacity to deliver their mission: to maintain and deliver safe, affordable homes for the country’s most vulnerable populations.

Through thought leadership we have enabled action and impact across the sector, with the London Homes Coalition already implementing solutions suggested in our Building Skills for the Future report, and elevating these to the national policy agenda.

This first-of-its-kind analysis revealed the scale of the challenge: a projected shortfall of 2,600 skilled workers just within the Coalition’s planned spending programmes, posing a serious risk to critical investment in existing and new homes. More broadly, it highlighted a significant challenge for the wider social housing and construction sectors, underscoring the urgent need for industry-wide collaboration to build the skills we need to support infrastructure investment, housing supply, economic growth and the transition to net-zero.

This initiative is fundamentally shifting industry discourse placing asset management workforce firmly on the national agenda alongside new build programmes, establishing a collaborative model that can be replicated across the UK, and sparking meaningful change.
