Westminster City Council and 12 social housing providers have launched the Westminster Housing Compact, uniting organisations managing over 26,000 homes. Led by Inner Circle Consulting, this partnership aims to address Westminster’s housing challenges through collaborative efforts.
Behind Westminster’s landmarks and bustling streets lies a challenging reality – families living in overcrowded homes, individuals sleeping rough, and communities struggling with housing insecurity.
In 2025, housing is at the top of the national and London-level government, being among the priorities driving the new mission-led approach championed by the Greater London Authority and London Councils. However, for years, the housing challenge in Westminster has been met with fragmented efforts, with the Council and Registered Providers working in isolation despite shared goals.
Our journey began with a simple, powerful premise: what if we could transform this fragmentation into collaboration? What if we could unite these organisations around a shared vision for Westminster’s residents? Could this be a model for housing collaboration across the UK?
The Westminster Housing Compact represents this transformation – not just a document, but a fundamental shift in how housing challenges are addressed. We rebuilt trust between organisations, created safe spaces for honest dialogue, and facilitated the co-creation of solutions that no single entity could achieve alone.
Without this work, the status quo would have persisted, with residents bearing the burden of disjointed services. Instead, we’ve sparked a cultural shift where collaboration has replaced
fragmented efforts and shared purpose has replaced isolated agendas.
Today, the Compact unites 12 organisations responsible for over 26,000 homes, working together to ensure residents have access to safe, high-quality housing. More than a project, we’ve created a movement – one that serves as a model for how the public sector can transform through genuine partnership.
