In their recent insight, Moorhouse shares how heat networks have been an unregulated playground for Energy companies to experiment with niche technologies and unique propositions, all with minimal oversight protecting consumers. As a result, providers will no longer be able to operate without metering, bill customers without accurate data, or avoid regulatory controls which enforce consumer protection.
According to the firm, from 2025, under new Ofgem regulations, consumers connected to a Heat network will enjoy greater protection, aligned to traditional Oil & Gas consumers.
Additionally, vulnerable consumers—such as the elderly and those with health conditions—will receive enhanced protection. The new regulations aim to ensure fair pricing, fair treatment, and a reliable heat supply. They will also support the decarbonisation of the sector by enforcing technical standards and carbon emissions limits on Heat networks, helping the industry grow and meet Net Zero targets.
