GE Healthcare Partners (GEHCP) began working with Dubai Health Authority (DHA) in early 2018 on the “DHA Transformation Program – a Roadmap to Healthcare Transformation” and Phase 1 of that program “Establishing a Transformation Framework and Taskforce” has now been completed.
It was designed to assess, prioritize and ready the organization to implement transformation initiatives which would enable the realization of the DHA Strategy 2016-2021 and Dubai Plan 2021 – enabling the transformation of the healthcare sector of Dubai; placing Dubai as a world leader and regional destination for healthcare services and investments.
DHA (12,000 employees) plays three healthcare roles in Dubai – Regulator of public and private sectors, provider of healthcare services and insurance coverage. DHA has 40 centres, 4 hospitals, and 6 core businesses.
DHA looked to implement a change transformation management framework to support the achievement of its vision: towards a healthier and happier community, by using external consultancy capacity and capability as it recognized that these attributes were not immediately available within the organization and there was a need to transfer new skills to their leaders and staff. The consultancy intervention addressed:
• Operating models
• Management practices
• Corporate culture
• Organisational readiness
Significant quantitative and qualitative results are summarised at the end of this submission.
